น.ส.ดวงใจ อัศวจินตจิตร์ เลขาธิการคณะกรรมการส่งเสริมการลงทุน (บีโอไอ) กล่าวในงานเสวนา 2563 ปีแห่งการลงทุน : ทางออกประเทศไทย ในหัวข้อสู่บริบทใหม่การลงทุนไทย ว่า นายสมคิด จาตุศรีพิทักษ์ รองนายกรัฐมนตรี ได้สั่งการให้บีโอไอหารือร่วมกับกระทรวงการคลังเร่งออกมาตรการส่งเสริมการลงทุนในช่วงที่ค่าเงินบาทแข็งในช่วง 6 เดือนข้างหน้านี้ ซึ่งมาตรการที่ออกมาต้องคลอบคลุมทั้งผู้ที่ได้สิทธิ์และไม่ได้สิทธิ์บีโอไอ

สำหรับการประชุม ศบค.วันนี้เป็นลักษณะรายงานผลของหน่วยงานที่รับผิดชอบให้นายกรัฐมนตรีทราบเพื่อให้นำข้อมูลไปประกอบการตัดสินใจการผ่อนปรนมาตรการ เพราะนายกรัฐมนตรีต้องชั่งน้ำหนักหลายด้าน ซึ่งหลังจากนี้ ผอ.ศูนย์ฯ สามารถตัดสินใจผ่อนปรนมาตรการใดๆ ได้เลยโดยไม่ต้องนำกลับมาที่ประชุมอีก แต่หากนายกรัฐมนตรีจะนำกลับไปหารือในการประชุม ครม.ก็ทำได้ หรือบางเรื่องจะเรียกบางหน่วยงานเข้ามาหารือหรือไม่ต้องหารือก็ได้
